Meet Rebecca
The right background for the job — and the record to prove it.
“Hi, I’m Rebecca Arnold, your Ada County Assessor. I’m honored to serve you, and all the residents of Ada County.”
Rebecca is a practicing attorney and former CPA who holds a juris doctorate, an MBA with a finance emphasis, and a bachelor’s degree in accounting. She brings 38 years of commercial and residential real estate experience, 16 years setting and administering budgets as an elected Ada County Highway District Commissioner, and nearly four years leading the Assessor’s Office.
She moved to Ada County on June 2, 1987, and has volunteered here for more than three decades — including 14 years on the board of the Boys & Girls Clubs of Ada County.

Replace 30-Year-Old Software
The system holding records for 239,000+ parcels is three decades old. Modernizing it protects the accuracy and security of the county’s entire tax system.
Service Worth Showing Up For
Expanded DMV locations, driver’s license service without an appointment, and staff prepared to explain your assessment in plain English.
Lower the Tax Burden
Continued work with the legislature on property tax relief — and proactive outreach so seniors and those on Social Security actually receive it.
The Record
A first term of measurable progress.
Rebecca took office in January 2023 and got to work on the things taxpayers actually feel: response times, clarity, and access.
- Upgraded the Assessor’s website with the county IT team — assessment methods and historical data now published for the public.
- Expanded DMV services, including driver’s license access without an appointment.
- Proactively notified eligible residents — especially seniors and those on Social Security — about property tax relief programs they qualify for.
- Worked directly with the Idaho Legislature on Homeowners Exemption enhancements and flagged unintended consequences before they became law.
- Built a culture of responsiveness and accountability, with staff trained to explain how a property was assessed and why.

Rebecca moved to Ada County in 1987 and never left. Long before she was on a ballot, she was on committees, boards and volunteer rosters across the valley.
