Hi, I’m Rebecca Arnold, your Ada County Assessor. I’m honored to serve you, and all the residents of Ada County.

Providing excellent public service is of the utmost importance to me, and I believe we can deliver fair and equitable assessments while also providing excellent service to our community. Those two things are not in tension — they are the job.

I moved to Ada County on June 2, 1987, after living in four other states. Almost forty years later, this is home. I have raised a career here in law and real estate, volunteered here for more than three decades, and been trusted by voters with elected office for two of them.

I’m asking for one final term so we can finish what we started: modernize a thirty-year-old records system, complete the additional service locations our residents deserve, and keep fighting to lessen the property tax burden on Ada County families.

Bachelor of Science in Business, magna cum laude, Murray State University, 1978. Certified Public Accountant — inactive; formerly licensed in Idaho, Kentucky and Missouri.

Also: Licensed Idaho real estate salesperson (inactive), with 38 years of commercial and residential real estate experience — including more than a decade as General Counsel for the W. H. Moore Company in Boise.

Elected & Governmental Service

  • January 2023 – Present Ada County Assessor

    Leading the office responsible for the property records, assessed values and motor vehicle services used by every taxpayer and taxing district in the county.

  • 2004 – 2020 Ada County Highway District Commissioner

    Elected in 2004 and re-elected in 2008, 2012 and 2016. One of five commissioners overseeing 300+ employees, an annual budget of roughly $138 million, and 2,500 miles of roadway. Served as President in 2011, 2012 and 2019; Vice President 2007–2010 and 2017–2018.

  • 2005 – 2013, 2019 Ada County Emergency Management Council

    Executive committee member setting policy and administering emergency preparedness funds, including Department of Homeland Security funding.

  • 2008 – 2020 Community Planning Association (COMPASS)

    Executive board member for the two-county Metropolitan Planning Organization; Finance Committee Chairman from 2010 to 2020.

Legal & Real Estate Career

  • 2012 – 2023 General Counsel, W. H. Moore Company

    Chief legal officer for the Boise commercial real estate company, covering leases, acquisitions, development and property valuation matters.

  • 2003 – 2012 Attorney, Private Practice

    Self-employed in Boise, with a real estate practice covering both client and personal investment transactions.

  • 1994 – 2003 Senior Attorney, Albertson’s Inc.

    In-house counsel for one of Idaho’s largest employers.

  • 1988 – 1994 Attorney, Givens Pursley & Huntley

    Private practice in Boise following law school and clerkships in the U.S. District Court, Eastern District of Missouri.

  • 1978 – 1984 Auditor & Accounting Supervisor

    Auditor for the Tennessee Comptroller of the Treasury; later Consumer Accounting Supervisor at a rural electric cooperative and a graduate assistant teaching principles of accounting.

The Office

What the Ada County Assessor actually does

The Assessor does not set tax rates and does not control the housing market. The office values property and administers motor vehicle services under state law.

Property Assessment

Determining the market value of more than 239,000 parcels, maintaining the county’s property and assessed value records, and administering exemptions such as the Homeowners Exemption.

Governed by: Idaho Code Title 63 and the Idaho State Tax Commission Property Tax Rules.

Motor Vehicles & DMV

Titling and registering vehicles and providing driver’s license services at Ada County DMV locations — the office most residents interact with in person.

Governed by: Idaho Code Title 49 and the Idaho Transportation Department Motor Vehicles Administrative Rules.

Community Service

34 years of showing up when there’s no election.

Boards, coalitions, fundraisers and volunteer shifts — across children’s services, health, planning and public safety.

Rebecca was named an Idaho Business Review Woman of the Year in 2006, received the Junior League of Boise Community Service Award the same year, and in 2014 was honored as Commissioner of the Year by the Idaho Association of Highway Districts.
